We will create a new, London-based online university named University of St James, London. Initial UStJL will have only a single school of Prospective Social & Political Economy or ProSPEc.
Using an expert global contributing faculty, ProSPEc will offer a curriculum that re-establishes a renewed discipline of political economy at the centre of policy-making and analysis and decision-making in the public and private sectors. All tuition will be in English.
ProSPEc will offer a demanding and integrated programme focused on combined theory and practice (praxis) to produce theoretically-informed and capable graduates at all levels.
UStJL will seek regulatory approval for UK degree-awarding status.
While most tuition will be online, there will also be the opportunity for week-long seminar events at the country estate facility for UK and proximate international students. These will provide a hybrid educational experience for UK students and those international students interested to participate in-person. As the size of the international student body grows, ProSPEc will also examine the feasibility of holding such seminar events in hired facilities in other locations internationally.
The curriculum of ProSPEc will be developed so that the course will be of the highest academic standards and demanding and interesting for students. It will not be an easy, online degree option for domesitc or international students. The intention is for ProSPEc to formulate and teach a renewed form of political economy that places that discipline back at the centre of policy debates internationally.

By creating a new brand with an indelible London association via St James’s, the location and the royal court of the British sovereign, the Court of St James’ (named after the palace), we will establish a firmly British and London identity.
Also, this will afford us the option to expand the course offerings subsequently, without the need to rebrand.
Graduation from ProSPEc will prepare students to lead those initiatives internationally and to participate actively in a wide range of policy debates, thus promoting, in their jurisdictions, evidence-based policy positions that promote open, pluralistic democracies, pro-competitive regulatory intervention, and effective democratic governance.
The demanding nature of the programme will mean that part-time and full-time tutors will need to be employed in Anglophne jurisdictions scaling to the number of student enrolments. The aim will be to ensure that students set and communicate to ProSPEc their own progress goals and that ProSPEc tutoring staff assist them both adademically and motivationally to achieve those goals. We expect most students will be part-time.
ProSPEc will, ultimately, offer tuition at under-graduate, post-graduate and doctoral levels.
Pricing will be set based on detailed modelling of a range of student-specific variables and presumed preferences using agent-based modelling. The aim is to make the ProSPEc offering a compelling blend of high-quality, high value and low cost. Because of students’ decision complexity and time dimensions required to be modelled, preparing a full financial model will a full agent-based simulation model to model student and reactive tutor decision functions and income and cost structures. Preparation of this model has begun but it is not yet fully operable.
